If STATIC ARP is enabled, it is assumed that ARP tables are updated prior to the simulation. Hence, there will be no ARP Request or ARP Reply packets exchanged at the start of the simulation to resolve addresses in the network. If STATIC ARP is disabled, then ARP tables are empty at the simulation start. Hence, there may be ARP Request and ARP Reply messages exchanged by devices in order to get the ARP Table updated for transmissions to happen.
